    Lorna has worked for ecfirst the HIPAA Academy since 2000, and Director of Business Development for the past 10 years. Her responsibilities include working with hospitals and Business Associates doing business with healthcare, throughout the United States in a consulting capacity to provide them with compliance services around HIPAA, ISO, FISMA and other regulations regarding Security Risk Analysis, Business Impact Analysis, Disaster Recovery Planning, Policy and Procedure development and Training. She is an instructor who teaches a two-day course on HIPAA rules and regulations, and has been a speaker at events including the National HIPAA Summit and other healthcare events.

Adam Greene, JD, MPH
Partner, Davis Wright Tremaine; Former Senior Health Information Technology and Privacy Specialist, Office for Civil Rights, US Department of Health and Human Services, Washington, DC (Co-chair)

    Speaker Bio

    Adam Greene is a partner in the Washington, D.C. office of Davis Wright Tremaine and co-chair of its Health Information Group. Adam primarily counsels health care providers, technology companies, and financial institutions on compliance with the HIPAA privacy, security, and breach notification rules. Previously, Adam was a regulator at the U.S. Department of Health and Human Services, where he played a fundamental role in administering and enforcing the HIPAA rules. At HHS, Adam was responsible for determining how HIPAA rules apply to new and emerging health information technologies and was instrumental in the development of the current HIPAA enforcement process.

    Adam is the Chair of the HIMSS Cloud Security Workgroup and is a frequent speaker and author on health information privacy and security issues.

    Speaker Bio

    Alan Stuart Goldberg practices business and tax law including the delivery and regulation of health care, and information technology. A past President of the American Health Lawyers Association (1991-1992), Mr. Goldberg served on the AHLA Board of Directors and received the AHLA David J. Greenburg Service Award in 1996 and was named an AHLA Inaugural Fellow in 2005. Mr. Goldberg is the founding moderator of the American Health Lawyers Association Health Information and Technology Internet listserv. In 2006, Mr. Goldberg received the Distinguished Alumnus Award from Boston College Law School at the 75th anniversary celebration of the founding of the law school. Mr. Goldberg has appeared in The Best Lawyers in America and has served as Vice Chair of the American Health Lawyers Association Health Information and Technology Practice Group, as well as Chair of the American Bar Association Health Law Section's e-Health & Privacy Interest Group. Mr. Goldberg received his AB in history from Brooklyn College of the City University of New York, and his JD from Boston College Law School, where he was a member of the Law Review and was selected for the National Moot Court Team. After his graduation from Boston College Law School in 1967, Mr. Goldberg commenced the practice of law at Goulston & Storrs in Boston, Massachusetts. In 1978, he received his LL.M. (Taxation) from Boston University School of Law. Upon admission to the bar of the Commonwealth of Virginia on June 5, 2006, Mr. Goldberg opened the law office of Alan S. Goldberg, Attorney & Counsellor-at-Law, which is located at 6845 Elm Street, Suite 205, McLean, Virginia 22101, and which is now Mr. Goldberg's sole office location. Jocelyn Samuels, Esq.
Director, Office for Civil Rights (OCR), US Department of Health and Human Services; Former Acting Assistant Attorney General for Civil Rights, United States Department of Justice, Washington, DC

    Speaker Bio

    Jocelyn Samuels is the Director of the HHS Office for Civil Rights, where she leads the Office for Civil Rights' work to enforce federal laws that help to ensure non-discrimination and equity in federally funded health and human services, and leads enforcement of federal laws that protect the privacy and security of medical information and the rights of individuals to their health records.

    Ms. Samuels was previously the Acting Assistant Attorney General for Civil Rights at the United States Department of Justice and managed operations of the Civil Rights Division. Prior to her tenure at the Department of Justice, Ms. Samuels was the Vice President for Education and Employment at the National Women's Law Center in Washington, D.C. Her prior experience also includes work as a Labor Counsel to Senator Edward M. Kennedy and as a senior policy attorney at the Equal Employment Opportunity Commission.

    She received her law degree from Columbia University, and her bachelor's degree from Middlebury College.

    Julia Chen, MA, is the Assistant HIPAA Privacy Officer for the County of Los Angeles. Her primary responsibility is to assist the County of Los Angeles' Chief HIPAA Privacy Officer in overseeing all countywide activities related to the HIPAA Privacy Rule and HITECH Act, and provide expert guidance to all HIPAA covered departments. Previously, Julia was a Patients' Rights Advocate for the County of Los Angeles' Department of Mental Health (DMH). At DMH, Julia was responsible for overseeing the investigations of patients' rights complaints including HIPAA and privacy related concerns.

    Amy Leopard is in the Nashville office of Bradley Arant Boult Cummings where she advises providers and business associates, including accountable care and health information exchange (HIE) organizations, and vendors on health IT and privacy and security compliance.

    Amy has chaired the Healthcare Information and Management Systems Society (HIMSS) Legal Aspects Task Force and served as vice chair of the American Health Lawyer Association HIT practice group, and on the CCHIT HIE Certification Workgroup and the Ohio Health Information Security and Privacy Collaboration (HISPC) legal workgroup.     James B. Wieland, is a principal in Ober | Kaler's Health Law and Intellectual Property Groups and leads the Health Care Information Privacy, Security and Technology practice. Jim's practice is focused on privacy and security issues, particularly those related to state and federal laws regarding health care information (PHI) and personal information (PI). Jim began working in the area of HIPAA with the publication of the initial draft Privacy Rule in 1999 and has continued to help his clients comply with all aspects of HIPAA's privacy and security requirements, and specifically HIPAA Breach prevention and HIPAA reporting as those issues have evolved. His practice involves both regulatory compliance and technology contracting involving the information assets of his clients, such as technology outsourcing.
